Launch Statement

Responsible gambling for a sustainable iGaming future

1xCare launches as a new organisation dedicated to advancing responsible gambling and player protection — created in response to the growing need for coordinated, evidence-informed and human-centred approaches to gambling-related harm.

Sustainable development in the iGaming industry requires more than commercial growth, technological innovation and market expansion. It requires a deliberate and ongoing commitment to responsible gambling, player protection and harm prevention. Long-term industry resilience depends on trust, transparency, safety and the well-being of the people who engage with gambling products.

1xCare seeks to contribute to that future by supporting research, education, technology-enabled prevention and access to well-being support. Its work is structured to encourage responsible collaboration between industry stakeholders, academic experts, support organisations and communities — while keeping player protection at the centre of the conversation.

Core Message

For the iGaming industry to develop responsibly and grow sustainably, dedicated effort must be directed toward responsible gambling, player protection and harm-prevention initiatives.

Director's Foreword

A Mandate
for Responsible
Progress

The iGaming industry has developed at a pace that few could have anticipated. It has delivered genuine innovation — in technology, in entertainment, in global reach. But pace and scale, without deliberate and sustained commitment to player protection, create conditions in which harm can go unaddressed and trust can erode.

1xCare has been established to help address that gap. Not as a reactive gesture, and not as a compliance instrument — but as a working organisation with a clear and long-term mandate: to advance responsible gambling and player protection through research, education, technology and well-being support, in a way that is evidence-informed, independently governed and transparently accountable.

We are under no illusion about the scale of what is required. Gambling-related harm is complex. It does not present uniformly, it does not respect borders, and it cannot be addressed by any single organisation working in isolation. The approach that 1xCare is designed around is deliberately collaborative — connecting academic insight with educational programmes, technology-enabled safeguards and direct support for individuals and communities.

What I can commit to is this: 1xCare will measure what it does, report what it finds, and be willing to change course when the evidence demands it. Our credibility depends entirely on that discipline — on the quality of our research, the rigour of our programmes, and the honesty of our reporting.

The long-term development of this industry depends on trust. And trust is built by organisations that do what they say, say what they mean, and place the player's well-being at the centre of every decision. That is the standard 1xCare holds itself to. I invite you to hold us to it as well.

Why 1xCare

A Bridge Between
Evidence and
Action.

Gambling-related harm is a complex social, behavioural and public-health issue. It can affect individuals, families and communities, and it requires responses that are practical, informed and sensitive to the realities of how people engage with gambling today.

1xCare is designed to serve as a bridge between evidence and action — connecting research insight with educational initiatives, technology-enabled safeguards and well-being support pathways. The organisation's role is not to replace regulators, licensed service providers, operators or clinical professionals, but to help strengthen the ecosystem around responsible gambling and player protection.

At launch, 1xCare is focused on building a credible platform for collaboration — supporting better knowledge, better prevention, better communication and better access to help for those affected by gambling-related harm.

Mission, Vision & Governance

Our Charter.

— Three Pillars of Intent —
01
Mission
Advancing Responsible Gambling Through Research, Education, Technology and Support

To advance player protection and responsible gambling through research, education, and well-being initiatives, supported by innovative technologies and collaborative partnerships that promote safety, awareness, and sustainable engagement.

02
Vision
A Recognised Hub for Responsible Gambling Excellence

To become a recognised hub for responsible gambling excellence across the global gambling ecosystem — connecting stakeholders, amplifying evidence, and improving outcomes for players and communities worldwide.

03
Governance
Independent Decision-Making. Responsible Oversight.

1xCare operates through a governance approach designed to support independent organisational decision-making and transparent collaboration. Decisions are guided by the purpose of advancing player protection — not by commercial priorities or individual stakeholder interests.

Independence Statement

1xCare's credibility depends on independent decision-making, responsible collaboration and clear separation between support for its mission and control over its public positions or programme outcomes. Funding, partnership and collaboration arrangements are structured so that they do not confer control over research conclusions, educational content, grant decisions or programme priorities.

Programme Framework

Four Pillars
for Player
Protection.

1xCare's programme is structured around four interconnected pillars — each addressing a distinct dimension of gambling-related harm, each designed to reinforce the others. The framework is intentionally collaborative, developing through partnerships with qualified institutions and independent experts while maintaining full organisational independence.

01
Pillar 01
The Evidence Base

Research
Hub.

To develop 1xCare into a trusted source of evidence-based knowledge that can inform responsible gambling policy, technology design and harm-prevention interventions.

Research Hub strengthens the evidence available to those working to reduce gambling-related harm. Through independent academic studies, targeted research grants and openly published findings, it builds the knowledge base that every other part of 1xCare's work depends on. Research independence and methodological integrity are non-negotiable — findings are published without editorial restriction, including those that challenge prevailing assumptions.

Academic Research Research Grants AI & Behaviour Open Publication
Objectives
05 Total
  1. 01 Fund independent academic research into gambling behaviour, addiction risk and player protection
  2. 02 Provide grants for universities and institutions working on AI, behavioural science and harm-prevention
  3. 03 Publish findings in accessible formats for industry, regulators, academics and the public
  4. 04 Expand global understanding of gambling-related harm through rigorous, transparent dissemination
  5. 05 Uphold research independence and responsible use of data in all programme activities

Research Hub activities are developed with attention to methodological integrity throughout — supporting knowledge creation without compromising the independence of research conclusions.

02
Pillar 02
The Knowledge Exchange

Edu
Care.

To promote education, awareness and ethical standards across gambling, sport and community environments.

EduCare reaches three distinct audiences: players and the general public, who need clear information about risk; industry professionals, who require accredited training to meet rising regulatory standards; and sports professionals, for whom gambling integrity is a specific and growing professional responsibility. A scholarship programme builds the next generation of specialists in addiction and player protection.

Scholarships Industry Training Sports Integrity Public Awareness

  2. 02 Fund scholarships in gambling addiction, behavioural health and player protection

  5. 05 Deliver sports integrity programmes helping athletes and coaches understand betting risk, safeguarding pressures and ethical conduct

EduCare is developed with qualified input and responsible content review — supporting stronger knowledge and ethical conduct while respecting the role of specialist institutions where formal approval processes apply.

03
Pillar 03
The Digital Guardrail

Tech
Shield.

To advance responsible technological solutions that help prevent gambling-related harm and enhance safe-play practices.

TechShield focuses on technology that actually works for players — behavioural monitoring, early risk-signalling and direct-to-player safe-play tools. The goal is earlier identification of harm, clearer pathways to support, and more accessible responsible gambling tools across regulated platforms. Technology is treated as a mechanism for better outcomes, not a substitute for professional judgment or regulatory responsibility.

Behavioural Monitoring Risk Signalling Safe-Play Tools Technology Partnerships
Objectives
05 Total
  1. 01 Support development of behavioural monitoring, risk-signalling and early-intervention frameworks
  2. 02 Establish technology partnerships that expand the reach of responsible gambling solutions

  4. 04 Develop player-facing tools that make safer gambling genuinely accessible and practical
  5. 05 Embed solutions with regulated operators committed to measurable player protection outcomes

TechShield is guided by responsible innovation principles. Technology supports earlier awareness and better pathways to help — it does not replace human judgment, clinical expertise or regulatory responsibility.

04
Pillar 04
The Human Element

Support &
Well-Being.

To support comprehensive, holistic assistance for individuals and communities affected by gambling-related harm.

Gambling-related harm rarely presents in isolation — it typically arrives alongside financial difficulty, relationship strain and mental health challenges. This pillar funds organisations equipped to address the whole picture: helplines, counselling services, peer support and referral networks, complemented by community and sports-based initiatives that provide accessible, non-stigmatising entry points to care. All delivery is through qualified, established providers.

Helpline Grants Counselling Support Financial Resilience Community Initiatives

  4. 04 Integrate sports-based and community programmes that promote mental health and financial resilience
  5. 05 Work through licensed clinical, financial and social-service professionals where specialist support is required

Support & Well-Being operates through grants and qualified partnerships — improving pathways to help while fully respecting the role of licensed clinical, legal and social-service professionals in delivery.
